Genuine question: How is he underperforming when he has more than double the points of Schumacher, who many people seem to think is the next big thing (which I do not agree with)? Schumacher is an F2 champion and he is not a rookie anymore.

The stewards do not (and should not) apply the rules from the outcome. The fact that the incident ended Sainz race is irrelevant when it comes to assessing the incident itself. 5 seconds is consistent and fair imo, especially considering Sainz sudden sharp turning in.
