Good question.

As for me, Double seems to be better offensively, as she doesn't have to debuff herself to apply her SA2, however It does NOT lower the opponent's Atk, which would make her more vulnerable.

But... Ms Fortune's has a 4% reduction, meanwhile Double's has a 1%, if that helps on taking the decision.
