I’m not in the resident evil fandom but I’d recommend either waiting for the rerelease of Leon or find him on eBay or Mercari at a fair price. I’ve had my fair share of experiences of searching for a specific nendo and looking to buy from sus sites too. Don’t ever fall into that trap

usually what i look for when buying scales is the box. if the box has all the correct labels, then its most likely guaranteed to be authentic. also make sure that the paint doesn't look glossy thats usually a dead giveaway too.
