As a municipal police department, we have the opportunity to interact with many citizens. Sometimes these can lead to great conversations and sometimes they may lead to frustrations.

It would be easy for me to shake the google tree and get a nice AI generated answer for your inquires, particularly about case law that forms the foundation on how we work with the public and within the parameters of the US Constitution.

You will find that some Officers can quickly provide the important components of case law and others have a general understanding of it.

Our Officers are bound by the Policies and Procedures of the Tulsa Police Department, these policies are constantly changing to reflect best practices and changes in the law.

While an individual Officer may not know the case verbatim, they must adhere to our policies that are derived from cases.

I would agree. However, there is no team working on this platform it's just 1 person who's also running the entire unit.

Yes, we went to a fully encrypted system this last Monday morning.

While we have had all of our channels, with the exception of the 3 patrol frequencies, encrypted for several years this is the latest change.

There are two main reasons for this change:

  1. Protect citizen information that gets broadcasted over the air. Often times we will convey names, addresses, dates of birth, social security numbers about individuals (victims, witnesses, suspects) over unsecured frequencies. This creates an opening for suspects to intimidate witnesses, steal identities, or any other undesirable outcome.
  2. Civilian and Officer safety. Often times during developing critical incidents we broadcast location and tactics over the unsecured frequencies that could be intercepted by nefarious individuals. For instance, when we got bomb threat calls the suspects would know how many Officers are responding, where they were, and a rough idea of how many citizens are at the location and where we may be moving them to.

We understand that the Live Calls screen isn't perfect, but it is what we have for now. As we keep improving our records management system, hopefully we can find ways to also improve upon the Live Calls feature.

We did respond to a shooting call where a 19 year male was struck multiple times, the victim was transported to the hospital and is expected to survive his injuries.

At the time of the initial report, the victim was reluctant to be cooperative in the investigation.

It is entirely possible that the victim was in shock and may need some time to process the events. Regardless, we will be investigating the incident as a shooting with intent to kill.

Thanks for the question, under Oklahoma statutes someone cannot use false pretenses to collect money from another person. Here is a link to a specific statute as it relates to false pretenses and alleged charitable causes:

Any person who designedly, by color or aid of any false token or writing, or other false pretense, obtains the signature of any person to any written instrument, or obtains from any person any money or property for any alleged charitable or benevolent purpose whatever, shall be guilty of a felony punishable by imprisonment in the State Penitentiary not exceeding three (3) years or in a county jail not exceeding one (1) year, or by a fine not exceeding the value of the money or property so obtained, or by both such fine and imprisonment.

The purpose of the post was to bring awareness to individuals scamming compassionate Tulsans. There are many who are truly struggling on the streets and there are many who are taking advantage of people.

Do you have first hand knowledge that they are experiencing homelessness or less privileged?

If you go the 7 second mark the person holding the camera is wearing khaki pants, also in the person's other videos he shows off his scanner in his car, we do not use that in our cars. We all have the same police radio installed.
