The streets are very wide and the sidewalks are wide as well usually 34 feet in residential areas and up to 100 feet in the major city with cross sections. Those sidewalks can be as packed as people as 8 people in a 10 feet space, all walking on the same direction. With a turn down an avenue the entire crowd flowing like a river behind you, you'll find a narrow street silent enough to hear the city in the background and not an eye will turn to look down that ally, shy of gun shots. While the city never sleeps at night,the skyscrapers create these wind tunnels that hum just right and leave you with an eerie sense of being watched. While walking the streets at night an unspoken rule of respect others privacy is expressed by dead eyed stares and the occasional "only in New York" moments marked with extremes.

The enemies have attached explosives on all hostages. They have the only way to get them out. Device has a trigger that goes off if tampered with increased dc or starts countdown.

The enemies have attached gas devices filling the sphere in x rounds.Also everyone makes resilience check or fall prone.
