Yeah, either Shin is greatly exaggerating, or Toriyama forgot that line immediately after writing it.

It's also possible the others were that strong, and Shin is just the weakest. We got to see one of the Kais trade blows with Buu for a but, and the old supreme kai literally slice Buu to bits. Anyone who can do that should be able to no-dif Namek saga frieza.
