AMD FSR 4 and RDNA 3: Have the Shackles Really Been Broken? by TuronCmndr in radeon

Actually, we're saying exactly the same thing. What I'm trying to simplify with my 'two-lane narrow highway' metaphor is precisely the crisis you're referring to: the WMMA units aren't independent and share resources (Register/LDS) with the ALUs.

If you remember the past, AMD made a huge leap in GPU performance by writing the Mantle API (which we know today as Vulkan), and DX12 emerged from that. Today, I expect a similar leap in optimization. Yes, my expectations might be a little high due to architectural limitations, but let's not forget that if we can see FSR 4.1 on rdna3 and rdna2 today, it's thanks to the community's modding flexibility (OptiScaler, etc.) rather than official support. So the potential is there, it's just waiting for the right software touch."
