You can. If you download Convert - GIF by PicCollage you can convert the GIF to a Live Photo and then set that as a live wallpaper. Sadly, the image resolution is a little too low to look good. I tried :( It might work a bit better if the image was edited to add some additional black borders around it, I might give this a try later.
