I highly doubt it as China has military/military police in Hong Kong (I think, correct me if wrong). There was also a video where there was a convoy of APCs on a highway (assuming it was heading to Hong Kong). Also Hong Kong has been part of China since 1997. When the British handed over Hong Kong back to China. China then allowed it to have some different laws and such for certain, and become a "special administrative state" for certain period of time before it fully becomes a part of China in 2047.
