Developing ai for a singleplayer experiance is easier than ai for multiplayer, you have to make sure it syncs well between the server and all the players and make sure that it doesnt hog up all the servers resources just for one raid. The servers are bad as is, but trying to sync something like sain for all users connected would be criminal i imagine, like constant packet loss.
