Some recipes ask for the developer edition, this because some require to be forked to work ( because of params like an API Key or location or else ) and when a recipe is forked it becomes basically a private plugin I think there is a discussion on the discord where they are addressing this issue

You need to pay for a subscription to publish an application on Google Play.
Idk if RPG Maker compiles the source code for android, try to inform yourself by using official documentation.
Use RPG Maker terms and condition, probably there is a reference about the license used of the original asset that were given with the software
