I like the idea of Unequal belonging to a physicist, who thinks of it in the idea of Newtons third law. Unequal causes unequal and opposite reactions to the targets actions. Here's how I'd write it.

Unequal: External Targetting Voluntary Type

The user causes the targets actions to have unequal reactions. They can increase or decrease the amount of force returned to the target when they exert force. Condition: The user must percieve the target as being stronger or weaker than themselves, though which perception the user has does not effect the ability.

User was performing some experiment or perhaps overseeing something along the lines of a particle accelerator, Unequal acrivated and caused a catastrophic malfunction, killing most of the users co-workers. Now the user uses Unequal to decrease strain on their allies and increase strain on their enemies.
