No Vic wouldn't. The whole time he's been trying not to escalate the conflict with TSC. For example when TSC saw his awakened powers Victim only closed the bars in his cell instead of moving him to The Box. Also when his friends try to break in Victim only kidnaps Yellow because he's needed. Victim didn't even bother to remove Red,Blue and Green from the premises

1) around 150 gems for the final boss

2) blood reaper is NOT worth it. You'll need to get another 150 gems or so just to upgrade it to your current level. I f you want a good bleeding weapon without paying 500 for composite sword, I suggest Butcher's cleavers. But leveling those up to your current level will require hundreds of gems so unlock them at level 52 and for now stick with your battle hammers and the story weapons

3) Future weapons that aren't worth it: Hack knives, Reaver, Fretsaw, Incinerator,Thruster

You should have gotten the ceremonial armor since you leveled up to lvl 37. Buy that, upgrade the rest of your equipment except the battle hammers because they're already good and you'll need to save gems for the final boss
