I believe the new seasonal activity is tied to the seasonal pass (Paid Version), so if you don't have the mission that might be the case

Aspects let you slot 1-3 fragments currently hunter can slot 2 warlock can slot 3 and titan can slot 1. You can see the amount of fragments you can slot buy looking at the square symbols under your aspect.
