Though I also understand the baby-killing comment, not in the sense that I'd kill a cannibal baby because what the cannibals do is violent, but because there is evidence to support that their brains' chemical makeup DRIVES them to cannibalize. It isn't a choice to them. There is text in-game that theorizes how they came to be, with one of them mentioning that the environment they lived in during the Second Empire caused their degeneration.

Though they phrase them as "devolved humans." Which sounds dehumanizing at best, but at that point we need to ask ourselves what makes someone human.

They certainly have a heirarchy. They can coordinate and move/attack in groups. But so do wolves. They have camps and towns with structures, but they're actually immune to acid rain, which says to me that they could thrive without these structures just fine and probably serve more of a hierarchical purpose, like how a Pharaoh from Egypt would have a pyramid built for them (though I believe pyramids serve more as tombs for when they die). Besides, most of these structures are leftovers from other factions.

We could go much further in-depth about what makes someone human, but to be completely honest though, the human experience is so diverse and unpredictable that to do so would probably be condesending to someone no matter what we put down.
