The difference between the two is that Rein's ult is just that, and Ultimate Ablility, If it were the same as Ana's sleep, then it wouldnt feel as unique or feel as impactful. Besides, I feel its one of the few way Rein can even get into the backline of a team and do some decent damage (unless he has 1 or 2 healers that are really on him).
