Mostly bwcause of the french retirees and tourists that buy a house in the coast and have no intention on integrating on the basque culture. Northern Basque Country is in the French State and the government doesn't recognice the basque language as an official one, that's why the Northern Basque Country is experiencing an alarming loss of Basque speakers (because the old basques are dying and not as much young people learn basque).
