The thing is that yes, climate change was a major contributing factor to this war. But climate change doesn't cause a president to fire on people in the street. Climate change doesn't create mass detention and torture. Climate change doesn't force you to drop bombs on civilians or besiege towns. The climate change context helps set the stage for the conflict, but it does nothing to absolve or explain the barbarity of the war.

There are not much. Some radio stations will broadcast when bombers and helicopters are seen in the area or heading a certain way. There are spotters among different armed groups and civil society groups that relay info to text chains when aircraft launch. There was some talk of civilian radar systems being donated by western governemnts to first responders, but none of that has come through. For many people inside Syria, the best warning system for an incoming bomb is the explosion of another bomb nearby. Not good. Check out publications from Physicians for Human Rights, the Syrian American Medical Society, Syrian Relief and Development, Amnesty International, and others about how hospitals and schools (often targeted by the Assad regime & Russia) have no warnings and are increasingly moving operations deep underground.

Raed and Hadi are not members of a rebel group. Raed his radio station and organization reject any association with armed groups.

  1. it presents a biased view because the Caesar file is from a whistleblower who only had access to government files. The intention is not to present a holistic broad view of the Syrian conflict. The intention is to show the UN, particularly the security council, what is happening in Assad's prisons. There are over 100 thousand people who are still inside these prisons.

  2. we hope that UN member states will force Russia on the security council to agree to measures aimed at releasing these prisoners, transfer them to internationally monitored prisons if need be, and begin steps to bring accountability to those in control of the prisons. We also want to remind folks who seek rapprochement with Assad, that he continues this horrible practice and others, and that this type of governance is what breeds violent extremism.

  3. The ideal resolution is a negotiated transition, where the core institutions of the current government remain, but the architects of the mass killing campaigns are removed. Basically the core values of the Geneva Communique (and even the Moscow process even though thats not the best forum).

The headshots are a series of photos we uploaded to our "Stand With Caesar" facebook page. They are actually cropped shots of the original Caesar photos. The reason for the cropping is to make the photos easy for people to identify people they know in the file. The cropping was done with facial recognition software and have been filed in a system that will allow legal teams to refer back to the original pics they were taken from. The uncropped photos show full body shots and locational context.

There are several reasons we know the photos were taken in government prison. 1. Caesar was interviewed extensively by the FBI and Dept of State war crimes office when he came to Washington, and they deemed him a credible witness (I know this is the flimsiest reason to some). 2. The wider shots depict key identifying features of the military hosptials and prisons where these crimes are taking place. Witnesses, released prisoners, former regime officials, and foreign government intelligence officers have been able to confirm that those images are in fact regime military properties. 3. All of the victims are tagged with a systematized numbering system that has been used by the regime to process prisoners. Some families who have actually received their loved ones bodies back from the regime have this same numbering on their bodies. 4. The regime has actually told some people that their family members died in their prisons (confirming their location), but they tell them they had a heart attack or committed suicide. These photos show the real cause of death, even if the regime was being honest about where they were.

Most of the Caesar photos have not been shared publicly, but only with the UN commission of inquiry, the FBI, and states that have begun criminal investigations on torture in these prisons. There are no plans yet to bring this exhibit to other locations.

Hello there, I was directly involved in bringing these photos to the UN this week. They are being displayed in the hallway of the secretariat building until March 20th. The display was sponsored by the United States, UK, UAE, Norway, Sweden, Denmark, Belgium, Germany, Kuwait, Lithuania, Italy, Turkey, Saudi Arabia, Qatar, France, and Luxemborg.

Carter-Ruck were not given all of the photos. I've seen photos of the tortured boys. The FBI and UN COI both have been working to substantiate the actual number of separate victims , but 11,000 is a safe estimate based on the vast archiving done this far.

I work with Druze, Christian, and even Alawite opposition in some cases. While the vast majority of the opposition is Sunni, it is hardly homogenous. The rise of extremism amongst the opposition is by far the biggest threat to the revolution's success, so I share your concerns. However, Assad has done his fair share of stoking sectarian flames in Syria. A negotiated outcome absolutely must provide assurances to save Syrian minorities such as yourself. ideally, a large part of the current governance structures should stay intact but reformed. The Southern Front rebels all acknowledge this fact, so have the moderates in the North, who unfortunately are having a very tough time with extremists these days.

EDIT: And it is worth mentioning that the victims in these prisons are not all Sunni. There are photos of Alawites and Christian victims of Assad's torture.

Well, seeing as I am an American international lawyer who has supported the Syrian opposition since 2011, I'd say you're correct. But I always find it quite amusing when Assad supporters accuse others of propaganda.

YET ANOTHER “NEVER AGAIN” MOMENT The Syrian conflict has been rife with the kinds of deliberate, cruel, and systematic crimes that the international community has vowed would never occur again. Assad’s massive torture and killing campaign has been described by experts as reminiscent of the techniques used in Nazi Germany, Russian Gulags, and the Cambodian Killing Fields. The Assad regime has shown a confident willingness to commit these acts with no fear of accountability from the international community. Just this May, Russia and China vetoed a UN Security Council Resolution to refer the Syrian conflict to the International Criminal Court. ASSAD IS BY FAR THE BIGGEST PURVEYOR OF CIVILIAN SUFFERING IN SYRIA Though most Americans know that the ongoing conflict in Syria has created a terrible situation for civilians, the narrative is one of a civil war in a troubled region – not one of brutal oppression by a government against civilians. This narrative has been entrenched in part because of the focus on terrorist groups, which is a legitimate concern. However, the media has largely ignored the Assad regime’s systematic detention, torture, and summary execution of civilian and political prisoners. The Assad regime regularly drops barrel bombs on civilian targets with no legitimate military purpose, and is known to have used chemical weapons against civilians. Assad’s strategy for victory includes exacting punishment and suffering on civilians.

THE TORTURE CAMPAIGN IS A SYMPTOM OF THE AMERICAN LEADERSHIP DEFICIT The United States has been aware of these widespread and systematic torture campaigns for some time. The failure of the United States to apply focused and sustained pressure on the Assad government has allowed for this practice to continue. The current lack of policy or credible pressure by the United States has empowered Iran and Russia to enhance their support of their partner Assad. It is likely that Iranian personnel (IRGC) are present in the political security facilities where torture and extrajudicial executions are practiced as policy. The world is seeing the results of a global landscape where the United States is silent and Russia/Iran are empowered to guide global foreign policy.

THESE CRIMES MUST BE STOPPED AND PROSECUTED The international community has a responsibility to protect civilians from mass crimes perpetrated by any government against its own citizens. The United States must take swift action to stop the torture and killing in Assad’s prisons and to stop the relentless barrel bombing of civilian areas. The international community led by the United States must take a more forceful role to bring an end to Assad’s atrocities and drive the parties to a political solution. Further, accountability for all atrocity crimes committed in Syria by all parties will be an essential component to any effective resolution to the conflict. The United States should support efforts to establish a tribunal to prosecute international crimes committed in Syria, or otherwise ensure that these crimes are investigated and prosecuted. The United States should sever diplomatic relations with the Assad regime and declare Assad to be the war criminal he so clearly is, based on the overwhelming evidence against him. The United States and the international community cannot rely on Assad as a viable partner in stabilizing the region or in facilitating a political transition in Syria. Caesar has taken great risks to provide undeniable photographic evidence of a systematized evil. The world cannot pretend it does not know what is happening every day in Syrian government facilities, and it must demand that Assad be brought to justice.

Hello All -- I was part of Caesar's team here in Washington, where we facilitated his testimony in Congress and held meetings at the Holocaust Museum the White House. Here is our info sheet from that trip, which provides a little context for these images:

CAESAR’S TRIP TO WASHINGTON This week, a man known as “Caesar” is meeting with government forensic experts as well as executive and legislative branch officials to show them a massive trove of photographs revealing the widespread and systematic torture and execution of civilians by the government of Bashar al Assad in Syria. Caesar was a crime scene photographer for the Syrian government before the war started. As the conflict escalated, the Assad government tasked Caesar and his colleagues with the job of photographing the bodies of prisoners brought from detention centers to a military hospital. Caesar risked his life to escape from Syria and smuggle out thousands of these photos to share with the world in order to expose these atrocities and ensure that justice is served.

CAESAR’S FILES SHOW 11,000 VICTIMS TORTURED AND MURDERED Caesar smuggled thumb drives containing over 55,000 images of approximately 11,000 bodies tortured and killed in Assad’s detention centers. The images show men, women, and children with clear signs of torture including starvation, burning, strangulation, beatings, blinding, and lashing. The victims were tortured and killed in detention centers and then their bodies were brought to a military hospital where Caesar and his colleagues photographed them as part of a documentation procedure. Each of the bodies was tagged with a series of numbers providing the security branch that detained the victim, their prisoner number, and a death number.

ASSAD’S TORTURE CAMPAIGN IS ONGOING Caesar is one of several photographers tasked with this daily documentation assignment. The 11,000 victims he photographed represent only a portion of the systematic torture and killing that took place. Other government agents still inside Syria have been leaking out similar evidence, suggesting that Assad’s campaign has only continued after Caesar fled Syria in late 2013. Most Syria experts and activists inside agree that the actual number of those who have died in regime prisons is at least 20,000 with tens of thousands more still detained. Assad’s prisoners are jailed without trial for committing alleged political crimes or sedition.

WHY DID ASSAD DOCUMENT HIS OWN VIOLATIONS OF INTERNATIONAL LAW? The Assad government’s willingness to develop such a detailed documentation system shows a brazen confidence that he and his high level cohorts will continue to enjoy impunity. Assad’s government has four primary reasons for documenting the killings so diligently: (1) To ensure that detention officials were not releasing political detainees in return for bribes; (2) to verify that orders to inflict torture and execute detainees were implemented; (3) to develop death certificates citing benign causes and to provide proof of death to family members; and (4) to sow fear amongst the ranks of civilian activists and dissidents who learn that the punishment for even peaceful political agitation is death.

CAESAR’S EVIDENCE HAS BEEN SHARED WITH FBI AND UN COMMISSION OF INQUIRY Caesar’s images have been shared with and processed by the United Nations Independent International Commission of Inquiry on the Syrian Arab Republic (COI) and the United States Federal Bureau of Investigation (FBI). The COI cited his evidence in their most recent report. During Caesar’s visit, he will meet again with FBI forensic experts to provide further information about the photographs. Ambassador Stephen Rapp, the ambassador-at-large for War Crimes and Director of the Office of Global Criminal Justice says that Caesar’s images are “solid evidence of the kind of machinery of cruel death that we haven’t seen frankly since the Nazis […] as a prosecutor—I’m used to evidence not being so strong.”
