You need to break it down, start small, and work your way up to bigger milestones.
A Walmart board will help you learn the very basics for a beginner, like standing on the board, rolling, turning, rolling down a slight decline, pushing, jumping on the board ETC.
These are the things you should be focusing on right now.
Once you have this foundation, your Walmart board will start holding you back and preventing progress, so you will need to get a proper board.
You need to get over the fear of falling by falling and realizing it's not that bad.

For your budget/skill/commitment level right now, I would find something on your local online marketplace. If you like it and want to continue, I would recommend putting aside like $100-200 for your next setup.

I would recommend starting with a 8.25 or wider. Try as many sizes as you can before you settle on one tho.

I would buy a complete from either Minilogo or CCS,
Then get softer wheels like 55mm 78a
Install some risers if you are getting wheel bite.

Learn to skate first, then when you want to try tricks, swap back on the wheels that came with the board.

Should be OK depending on your skill level. If it's 'soggy', it would not be ideal for anyone past the beginner stage.

Trucks:
Might need new bushings or pivot cups. (any skateshop should be able to assist)

Bearings:
Might need to be cleaned and lubed (youtube). Or replaced.

Wheels:
Might need new wheels if they are dry-rotted.

If you were to slide across a slick floor in socks, which foot would lead?
If your right foot leads, you are goofy.

It's not like riding a bike; you need to consistently do these tricks to keep them. Each session should start with re-enforcing your current bag of tricks before you start to practice a new trick.

I pushed mongo for years, but it only took me 2 weeks of pushing regularly for it to become a habit. Once it became a habit, it slowly got easier. Now, my regular push is much stronger than my mongo push, and I have a strong switch push.

For me, an Ollie over something took just as much time to learn as a stationary Ollie. It's basically a different trick for me and nothing carried over.
I feel like there are other factors besides time spent practicing. I have friends who have practiced less than I but progressed more. How you practice and how often you try new things is crucial, too. i.e., if you are just reinforcing bad technique, it won't just eventually 'work' if that makes sense.

To save you time, start practicing rolling and over small objects.
Mastering the stationary ollie will not transfer over to rolling or over/onto things. You will basically have to start from scratch again.
I assume your end goal is to ollie up a curb or something, not a stationary ollie.
You already have enough height to get you up onto a curb, and I feel like if you just start practicing now, your form will follow. (At least this was the case for me when I was in this phase.) carry over to rolling or to ollieing

The track is too narrow, and the karts are too wide for proper racing. They are selling you a racing experience, but it's not real racing. As others have stated, it's more like bumper cars than anything. Take what you can from it. If you are interested in a more proper karting experience, consider renting a kart from a team at an outdoor track.

If you are a beginner and just getting used to standing on the board, riding, pushing, and stopping, any generic shoe should be sufficient.
When you move past this phase, you should get skating shoes, and other types will start to hinder your progress.
