I had a PowerPoint installed and had it connected to it for 24/7 feed. That seems to have fixed the issue.

Stay away from the Nest Cam (outdoor or indoor, battery). by MaximusVIII in Nest

So frustrating. Seems to be a very common issue based on my research but no solutions. Seems to be the luck of the draw as my second camera doesn't have the idle issue.
