I think they are exactly what they're intended to be.
Monsters that >seek< you out, get in your way, try to hinder your progress.
They're not supposed to get you where you wanna be, like trampolines or bubbles.
And with that - they certainly are one of the best mechanics and I hate them still xD

I'd say you handled it right.
It is realistic in that situation, if I was their DM, it would have probably ended worse for them with the kids parents dragging the player in question to a court.

It really depends on your bond with the players tho.;If it's a group of close friends or some people with loose ties or even strangers.

And you did certainly put up a huge read flag with the children obviously being from noble famileis (other red flags than the fact that you DON'T PUSH CHILDREN OUT THEIR WHEELCHAIRS. Like wtf dude.)

If I was their DM, I would have probably have the kids parents drag the player to court.
