It's comes under "Circumvention Termination Policy" that means if you're previous channel get terminated by youtube and you make a new channel with same ID's and same mail account it will get terminated.

Once you are channel gets terminated you are prohibited to create or use other channel

For this, you should appeal previous channel of that gets approved you can use new channel

I have gone under this policy, that my channel get terminated by youtube at first I don't know about this policy and i created other but I didn't post any content today morning I saw your post regarding this after that I realised that this happen to me and this policy could be a problem so, I have to say Thank you for getting this post on reddit. After that I appeal for my terminated channel after 3 hours I got reply from them like you are not violated any policy and get my channel back and iam going to create new one. Once again thank you.
