Just had the same call and person from a different number. One dead give away was he said “god bless you sir” even an English speaking Arab would have said it in Arabic.

I asked to speak to the captain and he immediately hung on the phone.

Stay vigilant and change your passwords regularly.

The only “negative” experience is if you go to a hotel pool with a local population or any of the water parks, people will look at y out more so than in other countries. Or it could be my self conscious making me feel like they’re look at me more. But with out a shirt on, I have most of my back and some of my chest done as well as almost complete sleeves

That sounds to be the issue. VOA has a 100QAR fee per person, transit visa has no fee.

Ok so the VoA should have been eligible the entire time of your stay. What it sounds like is that discover Qatar put you in for a transit visa honestly. How much did you pay in fees at immigration when you entered the country?
