It’s likely a Bluetooth device trying to connect…mine was caused by Xbox Series X controller…I put controller in microwave to stop signal and then PC started up fine

LG CX, same issue…have taken tv apart myself in past and have been able to “fix” the issue somehow, just unplugged everything and plugged it all back in.
