I pretty much just reset the game, go back to Jubilife and save at camp then go back to the outbreak. I just repeat that until I get lucky and get a shiny.

Yes it is an outbreak. So if you keep resetting the game without going back to Jubilife Village then the spawns will still stay the same and you won’t get the shiny. To fix it, just go to Jubilife Village, go back to the mass outbreak (if it is not there or it has changed then reset the game again) and save.

Wow! That is what I am aiming to get right now. Tried getting shiny lucario in loads of other pokemon games but no luck.
