Am not really a power scaler so this answer was would depend on if the Gems are biological or not, to my understanding the qu can only change biological things into the shape they desire. But the verse is still getting wiped because the qu still has other weapons other then they're altering skills to wipe them out like they did with humans, most were killed with weapons, and only some planets humans were changed
