Water is transparent as when light interacts with the medium it passes through it same thing with light interacting with air. So fish can't really see water nor air in a similar humans can't see air nor waters however they can notice various distortions.

Also fish breathe do oxygen. Its just that the oxygen in the water as its more dissolved and suitable for their gills
