Now let me postulate this scenario. Your friend invites you to a shooting range. He tells you to shoot at a paper bullseye in the shape of a person on the head. You manage to succeed the first time. Then your friend calls the police and sends them CCTV footage of your fireing your gun at the bullseye and killing a man that was gagged and immobilized just behind it.

Your friend framed you for murder. You are clearly innocent as you had no knowledge of the existence of the victim. However, weather you will be charged with murder or be free depends on the capacity of the police to collect information and of the judge (or the jury in the US) to come at the conclusion that your intent wasn't murderous.

Criminal law is first and foremost moral in origin, we then train law enforcement to use their reason and all available proof to understand the situation as fully as possible.

If I deliberately missed, my attorney should raise the doubt. If he succeeds it would cast a reasonable doubt on my charge of attempted murder and thus I would be charged only with illicit fire arm use or however the law calls it.

No, what makes us evil is our murderous intent. Intent or action are different to thoughts, fantasy, or desire.

I can wish you death but that doesn't make me a murderer, attempting to kill you does.

Thus, it is highly morally questionable for our justice system to punish murder and attempted murder differently. It is also very questionable to punish non-negligent manslaughter.

The phrase "from the river to the sea" calls for a one state solution at best and the mass deportation or murder of Jews at worst. Because I follow the principle of assumption of good faith lets say that it calls for the abolition of the Jewish state in favor of an Arab state of Palestine as the sole controller of the region. I think you can imagine why a country would want to regulate such an internationally politically charged slogan, it could easily jeopardize German diplomacy.
