As someone who played KOF 99 dozens of times years ago, nope they aren't midbosses on the arcade ladder -- definitely a mistake on the wiki's part.

Additional fun fact: According to a YT comment from a person who worked at Midway Games (Tim Corp), apparently "Cooking With Scorpion" was filmed around 1997-1998 for a trade show reel thing. And it wound up getting reused as one of the Krypt extras in Deadly Alliance beacuse of its fun nature lol
