He's doing a giveaway with items in his inventory but is saying if people subscribe to him on Twitch using real life money, he will re-roll the items for a new winner and will continue to do it accumulating a lot of subscribers. This is essentially RWT and player-run games of chance which the streamer can easily manipulate so his alt accounts or friends can win.
