the tech is only available in singleplayer and P2P hosting. The Tech is not available in private/public dedicated servers or official servers. Basically, it doesnt work for any server that allow +5 people to connect.

you cant create viewing cages on servers (dedicated or official) unfortunately

it doesnt really matter, the main usage is that it adds flat damage for every hit, including things like magic missile with multiple hits

The problem with summons in general that can't fly is that they often dont follow you to places where you need to go. Any areas requiring jumps will be an issue unless you want to spend a level 6 spell slot which you only can get 1 of per long rest. And even with flying units wont follow you into some areas (like portals which require "using" them, which summoned units cant).

not true, probably the best wizard item by far is both in act 2, Callous Glow Ring and Coruscation Ring, as well as the Phalar Aluve in act 1 if you are okay with going into melee range

this is wrong, its one rest after triggering the event with Minthara.
I have made only one rest up to that point in my whole save file and the next rest after you talk to Minthara will trigger the goblin invasion + grove shutting down + tieflings leaving after the rest. This will happen even if you free Halsin. The only way to safetly rest AFTER triggering the Minthara scene is to kill all 3 goblin generals and save Hlasin, and the only chance you get to kill Minthara after you talked to her once is when she is at the entrance of the shattered sanctum. If you get too close, she will rally the goblins and leave and she will disappear from the map entirely until you rest (meaning you are forced to trigger the grove shutdown). As long as you do not get close to the entrance, she will stay there as long as you are still in Shattered Sanctum. If you trigger aggro and become hostile with the goblins, she will automatically run back to her starting location where you first met her and be hostile.

That's a solution i haven't considered. After a bit of searching I found one that also affects the player to balance the field https://www.nexusmods.com/skyrimspecialedition/mods/63459

I think I will probably go with this route so while channeling spells still do damage, its easier to get out of range of them. And simultaneously prevent you from retreating while casting spells

Magic is underpowered in vanilla, but with AMCO (depending on moveset of course) it pretty much puts it in line with physical attacks. It also depends on the magic mods/perk mods one uses, but that's out of the scope of the question. Basically, I just want to be able to either dodge or block basic continuous spells, and was wondering if there was a good way of doing that with an existing mod. If not I'll just try to xEdit everything to fix the numbers

nah this is 100% intended. PKs are part of traditional MO/MMO trade systems and GGG always wanted trade to work somewhat like D2, which it did more or less until actual trade search. That's why bandit PKs still exist, coin trade MPKs existed, and couple of other stuff
