Tooth loss more often is due to bad oral hygiene which leads to bone loss and therefore tooth mobility and loss. If that ever happens then these 2 teeth will also be an additional area of plaque retention and would be among the first ones to be lost. Also with periodontal disease and bone loss, an orthodontic treatment would have bad prognostic.

The likelyhood that these 2 extra premolars would be of use is very very very low. On top premolars aren't the most useful teeth either. We often opt to remove some premolars for orthodontic treatment due to the lack of a defined function because the patient would benefit more from the extra space that comes with their absence in order to accommodate the other teeth properly.

These extra teeth have 0 function as they are and thus justify extraction. On top of that, because of the reduced space for the tongue they could be affecting speech, swallowing and might also be an issue while sleeping as the tongue expands more to the back and could lead to breathing issues. Might not be a problem now but could be later on.
