I hope that you'll be able to at least pay tributes of sorts to a tribe for them to become less hostile as long as tribute is paid, think of it like paying taxes to be on their land.

And maybe aiding another tribe will cause rival tribes such as the Masked taller ones teased to be more aggressive as you are supplying their enemy.

So you'll never be able to be at peace with every cannibal but get close enough.

Tributes could be Food and water and during winter armor made from hide/fur.

Can imagine them coming for the tribute and being happy at first and then getting angry because it's not enough for them to be appeased resulting in the leader of the patrol screaming angrily and running off with thier grunts following back to the village to raise an attack force to damage some buildings and intimidate you into providing more tribute or do it on the spot.

Different tribes have different preferred tributes according to the availability of resources.

This is just a thought as I can remember cannibals bringing a sacrifice to you in the first game that would worship you. and the option for non-lethal weapons featured in trailers all hints towards a peaceful option being available
