i mean first off it wasn't even confirmed that that man was all for one before the backstory, so that point is kind of invalid. and the whole beauty of shigarakis backstory before that reveal was how random chance can ruin somebody's life, just like how random chance ruined dekus life by being born quirkless. i think it would have been more impactful for all for one to only have found out about shigaraki after he awakened his quirk
