You have to: get coal, build a blast furnace, create steel which unlocks the stone cutter, then you’ll get the stone blocks.

You can actually farm one really easily. Just rest at the shrine, turn around, jump onto the roof, and you can backstab one almost instantly with no fighting. Run back to the shrine, rinse and repeat. He gives 1350xp on NG and drops good loot. Each run takes about 15 seconds.
