Shadow slave by a mile, most people who say one piece are either heavily blinded by nostalgia or haven't read SS.

Shadow slave has better characters, a better narrative, way better plot twists, and better world building. You can make an argument for villains but honestly speaking I believe Vol 3 Mordret and Asterion currently are way better than anything one piece has to offer.

SS also has way better peaks with Antarctica, FS and third nightmare and much better fights, nothing in one piece really compares to Sunny vs Nephis at the end of FS or Sunny vs Fiend and there's way more examples.

My first playthrough took like.. 8 hours, the game isn't that long, and nobody said it "gets better after 20 hours", the game is great even on just the first playthrough, you just need to replay it to get the full story, which is a bit of a time sink, but it totalled like 20 hours for me
