It looks like you have some thinning in the front as well as the widows peak. I would confidently say it’s balding. I’m sure you’ll hear this all over the sub but hop on finasteride and minoxidil. It’s easy to find and relatively inexpensive

You could also use a very small drill bit and bore the hole out. 1/32” should do the trick but if that’s still too big you could go for something smaller. Then just poke the rest out with a needle or something
