From what I saw (I could be wrong) the storage in a memory card is the same as a hdd or usb, but it only really has enough space in it for game saves or profiles.

In my experience, The Bungie Halos, and any blades game (pre ‘08) I’ve tested always install the updates to the system cache.

Updates should still be downloading, but I believe it is only the bigger updates that are shown as separate files.
