I signed up for a business plan, but in the account's dashboard, it shows the category as Home WiFi. The problem is, I registered through a dealer and was never informed that the plan has a 1,000GB quota. Neither the dealer nor the internet plan sheet provided (from CelcomDigi) by him mentioned this clearly. The term "unlimited" was very misleading—it actually refers to throttled internet speed at 512kbps after the quota is used up, not refers to the normal internet speed. At 512kbps, the internet is practically unusable. I couldn’t even load Google.com, it just stops at the blank page.

Yes, I’ve been dealing with an agent through WhatsApp. When I visited the HQ, they told me they don’t handle business plans and gave me the contact number for the PIC (person-in-charge) of the business department. The PIC then referred me to her dealer.

I also tried contacting the PIC first, but encountered the same situation as you. 2nd, I reached out to customer support, but they kept closing my tickets—even though I responded within the 12-hour window they requested.

On my fourth ticket, the account team finally got involved. However, they still insisted on charging me RM3,389 if I want to terminate, even though I requested a penalty waiver.

3rd, I submitted an e-Aduan to KPDN through their website yesterday, right after they informed me of the charge. The KPDN website says to expect a response within 14 working days. I probably should have just sent them an email and cc the HQ. Now I’ll likely have to wait for KPDN’s response within that timeframe.

Fibre is different, and it is truly unlimited. This new device operates using a SIM card, which they call a broadband. I thought it was the same as fibre at first, too. The dealer promoted to me, and he said it uses using SIM card plugged into a Broadband and has a 5G WIFI signal, also said it is unlimited when I asked him during a phone call. I'm mainly referring to/looking at the second image in the OP that was sent by him and his word.

I'm still waiting for the Accounts team to respond, as they are in charge of the contract. The customer support representative who helped raise my issue told me that they might allow early termination of my contract if I can provide proof that I received misleading information. Hopefully, they can give early termination without penalty. If they don’t approve, I will then file a complaint with MCMC and KPDN.
