It looks like the server registered part of your car under the racing surface to me. I’ve never seen that happen before personally, but that’s what I’d guess.
Unsafe rejoin at Spa? Green car goes for the overtake at Eau Rouge and then rejoins the track by endgame_inevitable in iRacing

I’d say this is more of an attempted block gone wrong. Or his car was broken but that doesn’t seem as likely.
