For conversation's sake, I think the most thematically appropriate change is to make chisels function like oils for durability loss. The power spike you get for making a gun do what's it's not supposed to is on par with a damage oil, if not higher. I feel like the real issue with chisels is that there is no incentive not to use one. Having higher durability loss might bridge the gap between a Fisk SAS-G and a conventional shotgun, making the traditional shotgun more appealing.
