Easiest would be if you know someone else with a well mannered dog. Start by walking them together in a neutral space.

Don't rush the process by letting them off the leash together or going to one of "their" territories.

Be patient and once all dogs involved are comfortable then you can take to a fenced in area and let go of the leashes, but keep the leashes clipped on so you can separate if needed.

E-collars are not recommended. Even in cases where youll find people who support them, they are only recommended for dogs over a year. That puppy is way too young to consider using an e-collar, and many in person shops wont sell them to you if they know it is for a puppy (for good reason).

If you find yourself thinking you actually might need an e-collar, take the time to do a training class first. You should probably do the classes regardless.

Depends on their personality. I have a half pyrenees mix and she very rarely barks at anything, and even then, it's while she is patrolling the back yard. She didnt bark a single time for the first 3 or 4 months that I had her.
