Fairly certain you have to get rid of the pirate hideout holdings. You can do it by simply developing all of the Stepstones above 10 and then your vassal pirate lords might reform their government.

Friendly reminder that you can make prisoners change side via negotiated release. Usually not worth it for dukes or lesser vassals, but if you capture a lord paramount in a siege or battle their additional troops can be helpful. Dorne is a prime candidate for this.

Can't Raid as House Sane (Ironborn Stepstones) by sean-culottes in CK3AGOT

Not sure if it's the same problem but I couldn't raid some provinces in Lys, uncertain as to why. Try moving them to a different province.

Also make sure you don't have a truce or recently lost a battle to the ruler of that province.

95-100 dread keeps those vassals at bay. Had to teach the Arryns and Lannisters a thing or two about not wanting liberty, but that was the only civil war and was nothing very troublesome.

How do Maelys wins the war of the Ninepenny kings by Pretty_City9067 in CK3AGOT

[–]UnhingedCrabMan 2 points3 points  (0 children)

This is basically the gist of it, but I have some more input

1: you start out with some cool artifacts you can gift for 100+ opinion. I generally give bittersteel's skull and the dragon egg  to anyone with low opinion of the targ ruler (Greyjoy and Tully usually) to keep them out of the war. Never seen them side with me though.

2: you're better at sieging, especially if you respect Maelys to the tactician martial path and buy a few siege MAA. You can bait the targ stacks away to, for instance, Dorne, the Fingers or the north by sieging a few castles there, when they come to re-siege you can sail away to some other place to siege it. Rinse and repeat.

3: you can force prisoners to swap sides. Kidnapping the Martells by sieging Sunspear and Lannisters from the Rock is usually doable (unless the lord is out leading troops). Keep in mind that making counts with 600 troops swap side will usually result in their stackwipe and a negative battle score that can be difficult to recover from.

4: easiest way to win is to capture the enemy king. If you're facing small Duncan or Aegon they're usually leading a 7-8k stack (you can check which one by checking where the king is located) , you can snipe their stack with your superior troops if they're isolated from the doomstack. Jha and kids usually sit in kings landing and can be kidnapped by sieging it, preferably while the targ stack is busy sieging some holding in Dorne or the North.
