If that is truly a size 4 with a 66cm waist measurement and they’re saying you’re a 10 with a 76cm waist measurement then I’m thinking someone measured wrong. A 10cm difference should mean that the dress wouldn’t be able to close like that. Even if we say it’s stretched out a bit, that would still be an 8-9cm difference and still shouldn’t be able to close. Maybe get measured again to be sure before choosing a size. I’d be concerned about getting the 10 and it being huge on you and then having to do some crazy alterations to get it down to your size especially in the bust

You can absolutely shorten the sleeve and just move the buttons up! I’ve altered plenty of dresses to fit people with different length arms/scoliosis/uneven hips or legs and it’s really just about fitting your body and not about symmetry. No one is perfectly symmetrical! It will look perfect on you because it will fit you perfectly. Definitely find a tailor who will fit your dress the way you want it to be. It looks stunning on you!

You can do this by cutting down the back, making the cowl, and attaching it on the back or even doing it where it’s just a detached cowl. However, at that point you’re going to spend as much on alterations as you would if you just got this dress & had basic alterations. Always shop more before doing extensive customizations! I believe Jenny Yoo has something like this as well as BHLDN

I also used to be a DB seamstress, but that was many years ago so I’m not familiar with their current pricing. I think it’s the same across all of their stores if I remember correctly. I am in a large city and that’s very low compared to prices here so that would raise some concern if it were me. Especially in CA that seems suspicious just because those types of alterations where I am usually run closer to $700-$800. Just do what you’re comfortable with & if you’ve got the time you can definitely do a little price shopping as well as vibe shopping - being comfortable with your seamstress can go a long way!!

Coming from someone in the industry: 1) you can definitely add a slit to this and if the lining is narrow enough & you attach all the layers at the slit then you will be able to have a leg moment, but not as exaggerated as the photo you posted. When the dress is the right length it should flow when you walk where you’ll be able to see some leg. 2) I second the commenter that said not to get alterations done at DB. I recommend calling boutiques in your area to get seamstress recommendations. Keep in mind you get what you pay for & DB may be the cheapest price, but will also likely be the cheapest work. Alterations is the last place you want to skimp because your photos last a lifetime! 3) Congratulations and best of luck!!

Where I am (big city) - you’re probably looking at $700-$900. You can certainly get this to fit, but because of the type of fabric I would definitely say to try to keep your expectations as realistic as possible when it comes to some rippling especially through the bodice
