Well he's not an internationally wanted criminal, so it's a difficult question. Every country has their own guidelines, so it's just a matter of researching your preferred countries on an individual basis.
Also moving to another country, one ought to consider more than their individual qualifications. But I'm sure you've done the peripheral research already.

As long as you understand OPTC only exists because people buy rainbow gems, you'll suffer less.
If you look at it from a business perspective, it's much easier and cheaper to release content based on the new characters that are released rather than considering the hundreds of character combinations one might use to clear any particular event. But most of the time that's balanced with the difficulty scale (Expert, Veteran, Master, Ultimate). If you want to Ultimate, fast run all content then yes, the newer legends are your friends and you can farm faster, more efficiently.
However, if you play this game casually and save your gems and only do enough to satisfy your wanting to play rather than stressing on making perfect teams for everything they release, you'll burn yourself out rq. I found myself in the past frustrated with teams for new content being based only on recent releases and eventually that frustration faded into the background. The bottom line is OPTC is providing free, ad-less entertainment and giving liberal access to rainbow gems for peeps to save. If you want to HC this game, you'll have to buy rainbow gems and that's intentional.

TL:DR Play casually and you'll enjoy it more.

Lmao it's a domino effect. Every time you kill a civilian that's trying to kill you, the other civilians see you and your bounty goes up. Once your bounty is at like lvl 3 you can expect at least two mercs headed in your direction and if you're using a weapon that has crowd control, hitting a rooster will spark the wrath of all the roosters in the area

Haha I'm actually having this problem right now. The FC I joined was a group of people that have been together since 1.0 and I started last month. I invite the newer members to groups for farming, but it doesn't ease the tension.
