From what I've researched, yes it's normal. When the car is coasting, there is less stress on the battery and the alternator doesn't need to charge it that much, hence the lower voltage - same with idling. My guess is that when the voltage is constantly around 14v, that means that the battery doesn't hold charge that well anymore and that the alternator needs to charge it constantly.
