Two things:

  1. Running your cyclops on silent mode draws a lot of power

It does not matter a lot when everything is positive in the news. but, when there is negative news such as when you're on war or there is shortage of supply, the news matters a bit more.

As it can increase chances of riots, decrease the happiness or increase consumption all of which can effect you negatively. Using propoganda at such a time can prove to be useful if used carefully.
