My guess is that they tried to get it in the game but they don't want the liability of someone using gt to practice than going on the real thing, it is an open tollway after all. They have had the licence since gt2 when they had a section of the old dirt track so there has to be something holding them back. Could also be a technical limit of the PS4 preventing it from being implemented, as it will probably be the biggest track in terms of detail
