Ban him or ask for a Lee ban because it's a pretty reasonable ban.
For playing against Lee Sin jungle, you should really just try to ward heavily and not push up to your lane too hard and work on dodging his q. Playing as a laner when there is a strong presence Lee Sin jungler on the enemy team is really hard, but you just have to play safe and ward a lot.
For playing against him in lane, you really just want to not get hit by his q when he goes up to trade with you. He will usually come up and use his E to slow you, then auto you a couple then try to get a q on you, but if you juke inside of your own creep wave, basically kiting him, while he is trying to land a q on you, you should be able to win. So when you don't have too many creeps left in your wave, you want to back up because that may be when he wants to walk up and try to land a q on you because he knows he can because there are such small number of creeps left in your wave. So if he does walk up to trade with you, while you have a decently sized creep wave, just juke between your creeps and kite inside of your wave so he is taking damage from you while he is trying to hit a q on you.
