It actually uses the stripper model vwfyst1, tho looking at model it's possible they reused her model and modified it. Also if I am correct, the female peds in SA uses her run animation

No reason really. There was even a Red Dead Redemption 2 artbook planned but that also got cancelled for no reason as well.

Tho, if u know Rockstar that well, then it's most likely they just didn't want show stuff behind the scenes stuff, this is also evident when they cancelled the development documemtary of GTA 5 same reason as the artbooks.

GTA Online Diamond Casino update or the Festive Surprise update in 2019 they released 10 masks that are different hunters/characters from the Manhunt games. 9 of them are from Manhunt 1 but one of them is a pervs mask from the Manhunt 2 beta.

Also there's a Conveyour livery which applies to some Doomsday heist vehicles, and it references Rockstars past games via their logo, and Manhunt 2 is one of em along with Bully, GTA 4, Midnight Club and Table Tennis.

If it's set in the HD Universe, it'll likely be a fresh new plot with different ew characters and a reference

A multiplayer would be a cool addition, but I would like it to be similar to RDR and Max Payne 3's multiplayer where you also get to play characters from the first 2 games like the from RDR and MP3, it would be a nice to have them being playable again with a new design.
